TEMPO.CO, Jakarta - The House of Representatives (DPR) officially passed the bill on stamp duty today, September 29, 2020. The new policy stipulates the increase in stamp duty tariff from Rp6,000 to Rp10,000.
“Eight party factions, namely PDIP, Golkar, Gerindra, NasDem, Democrats, PPP, PAN, and PKB agreed to pass the bill on stamp duty,” said the DPR Commission XI chairman, Dito Ganundito, in a plenary session on Tuesday, September 29, 2020.
The Prosperous Justice Party (PKS) objected to the bill under several considerations including the public economy, the people’s purchasing power, and the impact of the bill on the social condition.
The bill on stamp duty had been included in the national legislation program or Prolegnas 2020-2024. It amended the Law No. 13/1985 concerning Stamp Duty.
According to the new regulation, the new rate of stamp duty will take effect beginning January 1, 2021. It will not only be required for paper documents but also electronic documents.
Finance Minister Sri Mulyani said the stamp duty tariff had not been changed in the last 35 years. “While for more than three decades, situations in the economic, legal, social, and information technology sectors have far changed,” she said.
Sri Mulyani hoped that the implementation of the new stamp duty rules could deal with current challenges and increase state revenue, as well as anticipate technological challenges in the future.
