Jokowi Passes Instruction on Sanctions for Health Protocols Violators

TEMPO.CO, Jakarta - President Joko "Jokowi" Widodo had reportedly inked a presidential instruction or Inpres concerning sanctions for violators of COVID-19 health protocols. The Inpres No. 6 of 2020 was passed on August 4, 2020.

The first instruction is addressed to ministers of Indonesia Onward Cabinet, Cabinet Secretary, Military (TNI) Commander, National Police Chief, heads of non-ministerial institutions, governors, and regents or mayors.

“[They are allowed] to take necessary measures based on their tasks, functions, and authorities in ensuring the legal certainty, tightening efforts, and increasing the effectiveness of COVID-19 prevention and control in all provinces and regencies or cities in Indonesia,” as quoted from the Inpres published via jdih.setneg.go.id on Wednesday, August 5.

The Coordinating Minister for Political, Legal and Security Affairs is ordered to coordinate, synchronize, and control the public discipline and the law enforcement.

The Home Affairs Minister is also tasked to disseminate the basic health principles and provide technical guidance and assistance for local administration in issuing rules on COVID-19.

The National Disaster Mitigation Agency (BNPB) Head as the national COVID-19 mitigation task force chairman is urged to conduct monitoring and evaluate the imposition of sanctions.

The TNI Commander and Police Chief, meanwhile, are instructed to support the local government by deploying personnel to control the enforcement of the health protocols in the community.

As for governors, regents, and mayors, Jokowi expected massive campaigns on health protocols, and they are asked to draft rules on the obligation to comply with the principles in an effort to contain the COVID-19 pandemic.
