Govt Reveals New Normal Guidelines for Civil Servants

TEMPO.CO, JakartaAdministrative and Bureaucratic Reform Minister Tjahjo Kumolo said he would pass a circular on working protocols for civil servants or PNS during a new normal phase.

“In an effort to contain the outbreak caused by the coronavirus, it is required to accelerate the implementation of a new paradigm called the new normal for the PNS,” said Tjahjo via a written statement, Wednesday, May 27.

The following is the principles of a new normal for civil servants:

  1. Flexible Working Arrangement (FWA)

Tjahjo said PNS would have a flexible working system, particularly in terms of working hours and working places, as well as workloads. However, the flexible system will still consider the government’s administration and effective public services.

  1. Supporting infrastructures

The minister said the new normal could accelerate the implementation of the electronic-based government system or SPBE. Several applications that need to be developed are e-office, e-planning, communication and collaboration via web conference or email, as well as cloud storage.

The use of technology, information, and communication in the new phase was expected to create flexible, dynamic, and collaborative administration. However, it must be followed by an improvement in the information security system and the use of electronic signatures.

Additionally, Tjahjo assessed a special protocol is necessary regarding the use of working spaces, meeting rooms, buildings, and service rooms.

  1. Human resources

Having the working flexibility is principally the civil servants’ rights, yet it depends on the type of their jobs.

“So it is necessary to formulate job criteria that can have flexible working. Other matters that need to be concerned in the human resources sector are the change of mindset and rapid adaptation of civil servants to be oriented on performance achievement,” said Tjahjo Kumolo.
