Jokowi Announces 62 Disadvantaged Regions, Most of Them in Papua

TEMPO.CO, Jakarta - President Joko “Jokowi” Widodo has announced a total of 62 underdeveloped regions across the country through Presidential Regulation (Perpres) No. 63/2020 on the Determination of Disadvantaged Areas Years 2020-2024 dated April 27, 2020. Most of them are located in Papua.
“Underdeveloped regions mean the areas and the community are lacking in development compared to other regions on a national scale,” the Perpres reads as quoted from a copy published on the State Secretary’s Legal Documentation and Information System (JDIH) page on Friday, May 8.
A region is considered underdeveloped based on its community’s economy, human resources, facilities and infrastructure, regional financial capacity, accessibility, and regional characteristics. Indicators of the criteria are regulated in a ministerial regulation.
The newly-declared 62 underdeveloped regions are as follows:
- Nias, South Nias, North Nias Utara, and West Nias in North Sumatra Province;
- Mentawai Island in West Sumatra Province;
- North Musi Rawas in South Sumatra Province;
- Pesisir Barat in Lampung Province;
- North Lombok in West Nusa Tenggara (NTB) Province;
- West Sumba, East Sumba, Kupang, Timor Tengah Selatan, Belu, Alor, Lembata, Rote Ndao, Central Sumba, Southwest Sumba, East Manggarai, Sabu Raijua, and Malaka in East Nusa Tenggara (NTT) Province;
- Donggala, Tojo Una-una, and Sigi in Central Sulawesi Province;
- Maluku Tenggara Barat, Aru Islands, West Seram, East Seram, Maluku Barat Daya, South Buru in Maluku Province;
- Sula Islands, Taliabu Island in North Maluku Province;
- Wondama Bay, Bintuni Bay, South Sorong, Sorong, Tambrauw, Maybrat, South Manokwari, Arfak Mountains in West Papua Province;
- Jayawijaya, Nabire, Painai, Puncak Jaya, Boven Digoel, Mappi, Asmat, Yahukimo, Bintang Mountains, Tolikara, Keerom, Waropen, Supiore, Mamberamo Raya, Nduga, Lanny Jaya, Central Mamberamo, Yalimo, Puncak, Dogiyai, Intan Jaya, and Deiyai in Papua Province.
The naming of underdeveloped regions is carried out by the government every five years as proposed by ministries, institutions, and regional administrations. Cabinet ministers will later conduct a regular evaluation of the areas by calculating the region’s composite index or combination of data variables and qualitative analysis.
