COVID-19 Social Aid, Goods Procurement Prone to Corruption: KPK

TEMPO.CO, Jakarta - Corruption Eradication Commission (KPK) Chairman Firli Bahuri said that social safety net programs and goods procurement related to the handling of COVID-19 pandemic are susceptible to corruption.
Firli claimed his side identified that critical points in the distribution of the social assistance are the data collection of aid recipients, data validation and clarification, goods procurement, as well as aid distribution and monitoring.
To prevent such wrong deeds, he added, KPK then called for data transparency. “Integrated social welfare data should be used as a reference for data collection,” said Firli via a written statement, Wednesday, April 29.
In the procurement of goods and services, Firli explained that there are possibilities of collusion, price bubbles, kickbacks, conflict of interest, and fraud. The anti-graft body had previously issued a circular letter No. 8/2020 to the national and regional task force of COVID-19 mitigation to prevent a case.
The other two sectors prone to corruption are donations from a third party and budget reallocation, particularly in the data on aid recipients, aid distribution, and misuse of assistance, as well as budget spending.
Therefore, Firli promised the KPK will constantly monitor the budget reallocation in each ministry and agency.
