Jokowi Sets Rules on Social Restriction in Regions

TEMPO.CO, Jakarta - President Joko “Jokowi” Widodo had reportedly signed the Government Regulation No. 21/2020 on the large-scale social restriction as part of the efforts to suppress the spread of the new coronavirus or SARS-CoV-2.
The policy notes that regional heads are allowed to take three actions related to social restriction, such as closing schools and workplaces, restricting mass religious activities, and restricting events in public facilities.
“The restriction must consider the educational needs, work productivity, and the community’s worship activities,” as quoted from policy inked by the President on Monday, March 31.
Meanwhile, the government demanded that the restriction of public activities in open spaces must be under consideration of the basic needs of the people.
In the regulation, Jokowi allowed regional heads to impose social restriction with the approval of the Health Minister, which included the restriction of the mobility of the people and goods of a province, district, or city.
Additionally, the government regulation underlines that social restrictions must be based on considerations of epidemiology, the magnitude of threats, effectiveness, resource support, technical operations, politics, economy, social, culture, defense, and security.
The large-scale social restrictions must also meet a number of conditions, including the significant increase of the death toll from the coronavirus disease or COVID-19 and its widespread, as well as epidemiological links with similar events in other regions or countries.
