Amnesty: Omnibus Job Creation Bill Harmful Against Human Rights

TEMPO.CO, Jakarta - Executive-director of Amnesty International Indonesia, Usman Hamid, argues that the process of composing the omnibus job creation Bill, known as RUU Cipta Kerja, goes against the basic principle of Indonesia’s and the international community’s human rights. 

“This really jeopardizes the protection of human rights,” said Usman in the public discussion on Indonesia’s omnibus law in Jakarta on Wednesday.

In technical terms, Usman Hamid said that the omnibus law’s formation does not go in hand with Article 25 and 19 of the International Covenant on Civil and Political Rights (ICCPR) that obligates a country to encourage public participation and guarantee the rights of its citizens in the process of policy-making.

This rule asserts the fact that the Indonesian government has failed to incorporate the public’s opinion upon composing the omnibus job creation bill which is widely believed to not side with labor workers as many can potentially be considered a human rights violation. 

In a specific example, Usman Hamid argues that the clause that lets corporations set targets needed to be achieved by its employees in terms to calculate the minimum wage calculation.

He said an Amnesty International research found that rules like this forces children to be involved in palm oil production as workers are demanded “to reach a certain target set by the company,” he said.
