Govt to Sanction State Institution Hiring Honorary Employees

TEMPO.CO, Jakarta - The Deputy of Human Resources of the Ministry of Administrative and Bureaucratic Reform (PANRB Ministry), Setiawan Wangsaatmaja, reminded that the recruitment of honorary employees in government institutions was prohibited as mandated in the Government Regulation No. 49 of 2018.
"Officials who still hire [honorary staffers] will be subject to sanctions that will be decided by the related ministries," said Setiawan at the PANRB Ministry Office on Monday, January 27.
Additionally, Article 99 stipulates that after the rules take effect, non-civil servants or non-PNS are allowed to continue their duties in no later than five years, and the institution is obliged to pay their salaries in accordance with the regional minimum wage. This is referred to as the transition period.
During the transition, Setiawan said that former K2 honorary staffers could register for Civil Servants or PNS recruitment, while those who did not meet the requirements could participate in the selection of contract-based government employees (PPPK).
"The transition period lasts for five years from 2018 to 2023. During that time, [honorary workers] are advised to follow the procedure for [PNS or PPPK)] selection," Setiawan added.
Earlier on Monday, January 20, during a meeting at the parliament, the government and Commission II of the House of Representatives (DPR) agreed to gradually remove the status of permanent employees, non-permanent employees, and honorary employees in state agencies. The existing status will only be civil servants or PNS and contract-based government employees.
