House of Representatives Approves 50 Bills in 2020

TEMPO.CO, Jakarta - Indonesia's House of Representatives approves 50 bills as priorities to be passed into laws in 2020 during a plenary meeting yesterday. "All factions have agreed to the 50 priority bills to be listed in the national legislative program (prolegnas) in 2020," head of House's legislation body (baleg), Supratman Andi Agtas reaffirmed in his report in Jakarta, citing four bills will be carried over by the parliament members.
During the plenary session, two parties, including the ruling PDI-P and its ally the NasDem party prompted the House's Legislative Body to further review the four carry-over bills, while highlighting that the Mineral and Coal Mining bill is not part of the carry-over list.
Meanwhile, of 50 priority bills, five of them are part of open cumulative bills, Agtas said without adding details. In its general context, the open cumulative bill comprises ratification of the international treaty; state budget bill; a government regulation instead of of law; bills on Constitutional Court's ruling; and law on the creation of new province, and/or city/district.
Some of the priority bills include four Omnibus laws on Taxation Facility Act; Pharmaceuticals Act; and the Establishment of New Capital City act; and the controversial Employment Creation Act.
Other controversial bills that are on the priority list include the Criminal Code Law draft (RKUHP); the cybersecurity bills (RUU KKS); and a bill on banning alcoholic drinks.
However, the House of Representatives also put few long-awaited bills to remain as priorities, some of which include the elimination of sexual violence bill (RUU PKS) and a bill to protect Indonesia's indigenous community.
