Anies Baswedan:Allowance Cut Effective to Boost Budget Absorption

TEMPO.CO, Jakarta - Jakarta Governor Anies Baswedan claimed that his decision to cut the regional performance allowance (TKD) is effective at expediting the 2019 city budget (APBD) absorption.
“It’s effective so far,” said Anies in Jakarta Convention Center, South Jakarta, Wednesday, September 4.
According to Anies, the cut encouraged city officials to earnestly achieve the target. Hence, this year’s official performance is better than last year’s following the regulation implementation.
“Based on the experience, this year is better than last year. Everyone works hard,” he added.
Anies explained that the TKD was previously granted without considerations on the official’s achievement, so they are now required to meet the target to gain the allowance.
The cut allowance is regulated on Gubernatorial Regulation No. 12/2019 concerning the regional performance allowance or TKD.
As of September 2019, the APBD absorption is low at 38 percent or Rp17.6 trillion from the total Revised City Budget of Rp86 trillion.
Anies Baswedan said that he has instructed all related agencies to increase the budget spending until the 2019 closing book. “All agency must reach over 90 percent,” he said.
