TEMPO.CO, Jakarta - The General Election Commission (KPU) is mulling to implement electronic vote recapitulation or e-recap system in the 2020 regional head elections. The system regulation will be discussed in a forum group discussion and formulation of the draft bill.
“[We will] officially declare the plan after we run a public test involving civil society and political party,” said the commission member Pramono Ubaid Tanthowi in Jakarta, Wednesday, July 31.
Following the public test, the draft will be consulted to the government as referred to Regional Head Law Article 111(1-2). “After that, the system will be ratified in KPU Regulation,” he added.
In the meantime, Pramono went on, his institution would continue to educate the public regarding the legal basis, particularly to build the public trust towards the e-recapitulation system. He underlined that if there is an election dispute post the e-recap, the votes still could be detected and are not lost.
“Public trust on Situng (the KPU’s vote count information system) is low. So, we attempt to implement this because the e-recap is worthy to try and is trusted to keep the public rights in the next election,” Pramono said.
