TEMPO.CO, Jakarta - The Love Depok Community questioned the urgency of the plan to discuss the Regional Regulation Draft Bill on Anti LGBT at the Regional Representatives Council following the suggestion from the Depok City Administration.

"The Draft Bill must not exist, the Mayor's Decree [on Anti LGBT] must be repealed," said Antarini Arna, a representative of Love Depok Community when contacted by Tempo on Saturday, July 20, 2019.

She explained that anti violence is interpreted as preventing violence from happening and giving a response if violence occurred. "What about anti LGBT? Because in the LGBT [community], everyone is human," she stated.

Seven fraction of the Depok City Regional Representatives Council (DPRD) has signed a petition on drafting a Regional Regulation on Anti LGBT. However, the Depok City Administration said it is too late to have a discussion in 2019. "It can be proposed next week," said Depok Mayor Muhammad Idris on Friday, July 19, 2019.

Antarini said that talking in the perspective of human rights will not be in line with those who are drafting the Anti LGBT government regulation, whose using religious views. She further explained that human rights acknowledges the principle of non-discriminatory and equality.

"Looking at the two principles, it is clear that the City Administration and the DPRD has violated," she said.

Thorugh the anti LGBT regulation, Antarini argued, the Depok City Administration has failed to comply with the human rights-based approach to development principle. The regulation is not in line with sustainable development goals that promised development without leaving someone or a community behind.

"Is the Depok City will deviate from the government's commitment towards human rights-based development and sustainable development goals? If [Depok] is a city within Indonesia, the city administration must not deviate from those two things," Antarina said.
