49 Non CnC Tin Businesses May Lose Permits

TEMPO.CO, Jakarta - The Provincial Government of Bangka Belitung Islands will revoke the mining business license (IUP) of 49 tin companies. The revocation is punishment for not having clean and clear (non-CnC) certificates.
Rusbani, the provinces Energy and Mineral Resources Office head, said his institution was evaluating the permits.
According to Rusbani, the revocation is an attempt to organize mining permits, however, "the revocation cannot be done as simple as that," he told Tempo yesterday.
Since 2014, the government and the KPK have been evaluating IUPs, and there are more than 10,000 of them. As it turned out, many of the permits were administratively and regionally flawed.
The government then issued a Minister of Energy Regulation in 2015, on the Procedure for Evaluating the Issuance of a Mineral and Coal Mining Business License. The rule mandates regional heads to regulate IUPs with administrative defects, while companies that follow the rules would obtain CnC certificates from the government.
As per January 1, 2019, there are 2,845 IUPs, with 539 non-CnC status.
According to regulations, the governor had until May 12, 2016, to take care of the IUP problems. But so far, there are still tin mines operating without CnC status.
Laode Syarif, deputy chairman of the Corruption Eradication Commission (KPK), said that slow revocation of non-CnC mines' licenses would incur state loss and will eventually cause disasters, such as floods and landslides that occurred in North Konawe, Southeast Sulawesi.
Energy Ministry spokesman Agung Pribadi said that they continue to push regional governments to immediately resolve the problematic IUP management. However, he said, there is not much that the ministry can do.
"That is the authority of the regional government," he said.
