TEMPO.CO, Jakarta - President Joko "Jokowi" Widodo said the target of the land certificate issuance in the program of 2018 Systematic Complete Land Registration program (PTSL) had been met. The figure has even exceeded expectations.
Jokowi said the National Land Agency (BPN) had issued 9,315,006 land certificates throughout 2018, while the target was set at 7 million. “This is by far exceeding the target that I made. Alhamdulillah,” Jokowi posted on his Twitter account on Friday, January 4.
Jokowi kicked off his land certification program in 2015 on concerns of sluggish land certification process. According to him, the BPN could only issue 500,000-600,000 documents per year, while in 2015 there were 80 million land plots that had yet to be certified.

Jokowi then set a target for the BPN to issue five million certificates and, by the year-end, the agency had successfully issued 5.4 million certificates.
In 2019, Jokowi raised the target to nine million. “We don’t know the realization. It may be 11 million or 12 million [land certificates],” he remarked.
Jokowi said land certification was essential for the people as legal certainty and also a means to settle and reduce land disputes.
