DPRD Reject Rp2.3 Trillion Budget for LRT, Jakpro Argues

TEMPO.CO, Jakarta - The Jakarta Legislative Council (DPRD) Budget Agency rejected the regional capital investment (PMD) budget of Rp2.3 trillion proposed by PT Jakarta Propertindo or Jakpro for the second phase construction of light rail transit or LRT project.
Jakpro President Director Dwi Wahyu Daryoto said that his party would resubmit the budget in the discussion of the 2019 Regional Budget (APBD). “We will resubmit the budget. Unless the assignment letter to Jakpro is revoked,” Dwi said in Jakarta on Monday, September 19.
The budget rejection was the result of the 2018 Budget Policy and Temporary Priority Ceiling (KUPA-PPAS) discussion meeting. Jakpro proposed for the second stage construction of the LRT project amounting to Rp1.84 trillion and the provision of zero rupiah down payment (DP) house amounting to Rp531.5 billion.

The Budget Agency members decided that the second phase construction of LRT project had to wait for the Ministry of Transportation and the Jakarta Transportation Agency to issue the Railway Master Plan that regulates the tracks of LRT Jakarta and LRT Greater Jakarta. The budget is feared that it cannot be used if it is given in the 2018 APBD-P.
In addition, the submission of PMD was hampered by the Regional Regulation No. 13 of 2014, which regulates PMD for Jakpro.
The regional regulation in the Jokowi era when he served as Jakarta Governor limits the amount of PMD that could be received by Jakpro, namely a maximum of Rp10 trillion.
Until now, the PMD budget disbursed to Jakpro has reached Rp9.4 trillion. It means that the remaining PMD that the Jakarta Provincial Government can give to Jakpro must be Rp591 billion.
Jakarta Regional Secretary Saefullah also suggested that the regional regulation must be revised in the near future so that Jakpro could receive all the required PMD. “So it is not one hundred percent unapproved. But do not include it in the additional APBD, include it in the pure 2019 APBD,” Dwi said.
