DKI will Disburse Loan to RSUD if Governor Anies Allows

TEMPO.CO, Jakarta - The government and the Jakarta Legislative Council (DPRD) agreed to provide bailouts to eight RSUD (Regional Public Hospitals) through Bank DKI, and will soon be disbursed, pending the approval from the Jakarta Governor Anies Baswedan.
“The amount of the loan depends on the needs of each hospital,” Regional Secretary Saefullah said, Friday, September 14.
Eight RSUDs must cover the Healthcare and Social Security Agency (BPJS Kesehatan) claim up to Rp130 billion, which has the potential to cause a crisis in medicine and hospital operation.
Chairman of the Indonesian Regional Hospital Association (Arsada), Ida Bagus Nyoman Banjar stated that Bank DKI had agreed for a low-interest rate of 7.5 percent.
Banjar said that the eight hospitals would only need to pay 7.5 percent interest per day during the loan period and Bank DKI only needs to verify the needs of each hospital.
The 7.5 percent interest will be paid from the 1 percent fine charged to BPJS Kesehatan for any late claim payment. The fine is sufficient to cover the interest payment.
The disbursement process will go through several stages of verification, such as attaching the Minutes of Verification (BAV) to the unpaid bill of BPJS Kesehatan. Then, Bank DKI will calculate the amount of hospital needs to spend on medicine and pay for the service.
“But if the hospitals are able to survive, they don’t need to take the loan through Bank DKI,” he said.
