TEMPO.CO, Jakarta - Gugun Muhammad alias Guntoro, an advocacy coordinator of Urban Poor Consortium (UPC), said the village revitalization through the community action plan (CAP) program initiated by Jakarta government was lack of people`s involvement. 

According to Guntoro, the consultant could not facilitate a discussion with the community related to the spatial planning. “The problem emerges because the works of CAP is done under the consultants who have a technical background such as planner and architects,” said Gugun via a short message Thursday, September 6.

The lack of community participation, Gugun mentioned, occurred in 15 villages, namely Kampung Muka, Krapu, Tongkol, Lodan, Aquarium, Marlina, Elektro, Gedong Pompa, Tembok Bolong, Blok Empang, Kerang Ijo, Kali Apuran, Rawa Barat, Rawa Timur, and Kampung Kunir.

“During a drafting process, the facilitator is needed to lead the discussion with the community,” he said, adding that CAP should urge the people to fully participate in the drafting plan.

However, such a requirement was not listed in the term of reference signed by the consultant and the city’s housing agency. “So the consultant only focused on the physical result such as detail engineering design (DED) without putting forward the community participation,” he explained.

Jakarta Governor Anies Baswedan said there were mistakes in the program establishment of village revitalization, especially in Bukit Duri.

He deemed Jakarta Konsultindo that won the tender failed to carry out its job. “The consultant spent more time discussing with the subsidiary agency (Sudin) rather than with the residents,” said Anies Baswedan Thursday, September 6.
