TEMPO.CO, Jakarta - We can`t blame anyone if many people now assume the auditing standards implemented by the Supreme Audit Agency (BPK) were changed for the Jakarta Special Capital Region. This is indicated by the fact that although the asset management that led to years of poor grades had yet be resolved, the city was awarded an unqualified opinion for last year’s report.
Since 2013, the Jakarta administration’s financial reports have been given qualified opinions. In 2016, this was because the BPK found that the procurement of land in Cengkareng and Sumber Waras, West Jakarta, proceeded without appropriate caution. Last year, the same issue was not raised. The BPK’s reason was that the administration had canceled the transactions at the two locations. But this magazine has discovered that the problems with the two transactions are far from being resolved.
The purchase of land in 2015 by the Cengkareng administration made people suspicious. It turned out that the land was also owned by the Jakarta administration. As a result, the title to the land was recorded as belonging to two institutions: the Housing Agency as purchaser and the Maritime Agency as previous owner. In its 2016 investigative report, the BPK asked the Jakarta administration to put matters right.
The BPK also found problems with the procurement of land at the site of the Sumber Waras Hospital in Grogol. According to the agency, the purchase price was too high. The Jakarta administration was also asked to resolve this problem, but this turned out to be difficult because of the change of government in Jakarta.
