TEMPO.CO, Jakarta - The Jakarta Administration is eyeing on completing the waste intermediate treatment facility (ITF) project which will convert waste to energy in Sunter, North Jakarta, by October 2021.
“Later on May 20, 2018, the Jakarta Administration together with the Jakarta Propertindo (Jakpro) will declare it in the construction area,” said Asep Kuswanto, Jakarta’s environmental agency’s head of Integrated Waste Management on Monday.
The ITF construction met some obstacles after the Supreme Court (MA) annulled Presidential Decree No 18/2016 on the project’s acceleration back in 2017. The decree was appealed by numerous environmental NGOs for the facility’s hazardous nature towards the environment.
At the time, the Jakarta Administration said that they will continue-on with the development and has used the Governor’s Decree No 50/2016 as a legal basis to continue the construction of the inner-city facility.
However, the city is currently relying on Presidential Decree No 35/2018 on the accelerated construction of the waste-management facility that was ratified by President Jokowi on April 16, 2018.
Furthermore, Asep said that the ITF’s construction is still waiting on the permit related to its environmental impact assessment that is predicted to be completed on November. He maintained that the facility will be safer and would be harmless for its surrounding environment.
According to Jakarta Propertindo’s ITF Sunter project director Aditya Bakti Laksana, the facility’s construction will adopt the built, operate, and transfer (BOT) mechanism held jointly with a Finnish company as the third party. Meanwhile, the project will not use either the city’s budget or state budget.
