TEMPO.CO, Jakarta - The government is currently revising the ministerial decree of Administrative and Bureaucratic Reform (PAN RB) on the use of official cars during Eid homecoming for civil servants (PNS). “The PAN RB Ministerial Decree of 2005—existing for 12 years now—has several points that are not compatible with today’s conditions,” said PAN RB Minister Asman Abnur today in the Presidential Palace, Jakarta.
The PAN RB Ministerial Decree No. 87/2015 stipulates official cars can only be used for official purposes that support main duties and objectives, and the use is limited within the office hours and their respective region, and that their use outside of their region will require a written statement signed by an insitution leader.

As reported earlier, Minister Asman said he would allow the use of official cars for Eid homecoming so long as their fuel and maintenance expenses were covered by their users. “I haven’t issued the new decree yet, hopefully soon,” he said.
However, Asman said what he meant by official cars were operational buses, which would only accomodate civil servants of lower ranks, such as those in echelons 1 and 2, who could not obtain transport tickets and were likely to return to their hometowns by motorcycle.

“[It's better for them] than they head back to their hometowns by motorcycle, while in fact, the office buses are available, it would be better to facilitate them. Back in 2015, ministerial offices did not have operational buses yet compared to today. So with official permits, the buses can be used,” Asman said.
As for the cars' expenses, Arman said it would covered through collective contribution. "The expenses will not burden the state budget. They will be covered collectively so they will be relatively cheaper," he said.
