TEMPO.CO, Jakarta - The House of Representatives (DPR) factions have not reached an agreement on the government regulation in lieu of law (Perppu) No. 2/2017 on amendment to Law No. 17/2013 on Mass Organization. The DPR Legal Commission deputy chairman Benny K. Harman said that the bill is not an urgent matter. He reasoned that the prevailing laws are sufficient to prosecute mass organization that contravene the national ideology Pancasila. “What’s missing is the lack of courage of the police to take harsh stance,” he said yesterday.
The Perppu on Mass Organization was issued by the government last Wednesday. The Coordinating Minister for Political, Legal and Security Affairs Wiranto said that the regulation was issued to address legal issues relating to non-compliant mass organization. The police would allow the Justice and Human Rights Ministry to revoke the permit of radical organizations without trial.

So far, most of government-supporting parties, such as the Indonesian Democratic Party of Struggle (PDIP), Golkar, Nasdem, the United Development Party (PPP), the National Awakening Party (PKB) and Hanura have expressed their support of the Perppu. Only the National Mandate Party (PAN) rejects it. On the other hand, the opposition: Gerindra, PKS and Democrat Party, also reject the regulation.
Ace Hasan Syadzily, a member of Governance Commission from Golkar faction, said that all factions ought to deliberate on the bill before considering rejecting it. “Law No. 17/2013 has not clearly cover mass organizations that are against the Pancasila and the national constitution,” he said. Ace is confident that the Perpu on Mass Organization will be passed into law at the plenary meeting. The reason: the government-supporting parties outnumber the opposition.

Home Affairs Minister Tjahjo Kumolo said that the Perppu on Mass Organization is not solely aimed at prosecuting religion-based mass organizations. “Local mass organizations are also being checked because there are mass organization that disturb public order, such as large capacity motorcycle clubs. They are mass organization, too,” Tjahjo said in Jakarta yesterday.
