Witness Admits Meetings with Lawmakers Prior to E-KTP Tender

TEMPO.CO, Jakarta - PT Avidisc Crestec Interindo president director Wirawan Tanzil admitted that he had met with two lawmakers before the tender of electronic identity cards or e-KTP procurement project was held. The two lawmakers are former House of Representatives` members Chairuman Harahap and Ignasius Mulyono.
“I had a meeting with Ignatius Mulyono before the e-KTP beauty contest,” Wirawan said on a witness stand during the e-KTP graft case trial held at the Corruption Court in Jakarta on Thursday, April 27, 2017.
Referred to as the beauty contest was a device and output test or proof of concept (POC) conducted in June 2010 before the project tender was held. The POC included e-KTP service simulation test and e-KTP printing test conducted at an apartment in Jakarta.
“Ignatius Mulyono knew Andi [Agustinus or Andi Narogong]. Andi then told Ignatius Mulyono to speak with me. It was about technical matters, and he asked which one is good. So, I told him about biometrics,” Wirawan explained.

He added that he also met with Chairuman Harahap without revealing the date the meeting was held. The first meeting with Chairuman took place at Plaza Senayan, Jakarta.
“I had meetings with Chairuman at Plaza Senayan and Senayan City. He asked whether I was working in the biometrics field. Then he asked which one is the right one. So, I told him that the speed must achieve a certain target. Otherwise, it won’t be on time,” Wirawan added.
According to Wirawan, the meetings were initiated by Chairuman who knew that Wirawan was Ignatius Mulyono’s partner and a business owner in the biometrics field. During the meeting, Chairuman said that the Automated Finger Print Identification System (AFIS) produced by Cogent Systems Inc. was too expensive.
Finally, the AFIS devices carrying a brand called L-1 was used in the e-KTP procurement project in Indonesia. Johannes Marliem, a member of a consortium formed by Andi Narogong, was appointed as the provider of the devices.
“The next meeting occurred at Senayan City, but it was after the e-KTP project commenced in 2013 or 2014,” he said.
Wirawan also testified about his relationship with Andi Narogong. He said that his company knew about the project from Andi Narogong, who also offered him an opportunity to join the consortium. However, Wirawan decided to refuse the offer.
