Regional Governments to Decide Fare Thresholds for Online Taxis

TEMPO.CO, Jakarta - Pudji Hartanto, director general of land transportation at the Transportation Ministry said that that the upper and lower thresholds of fares for online transportation apps will be decided by local governments.
In West Java, the provincial administration will issue a government regulation based on Transportation Minister’s Regulation No. 32/2016 that will take effect starting from April 1, 2017.
West Java Transportation Agency head Dedi Taufik has formed a small team to draft the governor regulation expected to be signed on April 1, 2017. The small team consists of representatives from regencies, the West Java Police, the Organization of Land Transportation Owners (Organda), the conventional and online taxis association, and the consumer foundation.
“We will draft an implementable regulation,” Dedi told Tempo on Tuesday, March 21, 2017.
According to Dedi, several components will be considered in determining the upper and lower thresholds. In addition, the quota for online taxis will also be determined based on regions.
Dedi explained that governors will have a full authority to set the fares in accordance with areas where online taxi companies are based in. The tariff will be applied across West Java, except in Jakarta, Bogor, Depok, Tangerang, and Bekasi (Jabodetabek).
“Transportation affairs in Jabodetabek are regulated by the Jabodetabek Transportation Management Agency (BPTJ), which manages transportation in three provinces, namely, Jakarta, West Java, and Banten. West Java covers Bekasi and Depok,” Dedi explained.
Jakarta Transportation Agency head Andri Yansyah confirmed that the upper and lower thresholds for online taxi fares will not be determined by the Jakarta Governor. However, Andri said that the Jakarta Transportation Agency will coordinate with the BPTJ to determine the upper and lower thresholds for online taxi fares.
