TEMPO.CO, Jakarta - Customs and Transportation Administration Services company (PPJK) at the Tanjung Priok Port urged the illegal levy extermination team to eradicate high-cost illegal levies in the less than container load (LCL) import cargo services within the port's premises.

M. Qadar Jafar, Chief of Tanjung Priok PPJK Forum stated that PPJK companies have suffered massive losses because of out-of-control tariffs applied by import cargo consolidators who disguised themselves as freight forwarder companies.

"We often urged related port institutions to restore order on the LCL import cargo service tariffs. However, there's no response until today. Therefore, we requested the illegal levy eradication team to directly handle the matter," Qadar said as quoted by Bisnis.com on Tuesday, January 31, 2017.

Qadar said that the PPJK forum has gathered data related to illegal levies related to import cargo services. In addition, Qadar stated that he will provide more information on which cargo consolidator companies involved in the illicit practice.

"On several occasions, the issue has been mediated by the Indonesian Logistics and Forwarder Association]. Several cases can be settled peacefully, but most have not been resolved," Qadar said.

Qadar hoped that illegal levy practice in the LCL import cargo services can be eliminated by improving law enforcement.

Qadar explained that LCL import cargo tariff in Tanjung Priok port is regulated under the Directorate General of Sea Transportation Decree No. Krt 42/1/2/DJPL-10 on Guideline for Monitoring and Controlling Components and Values of LCL Import Cargo Tariff Ceiling. The Decree states that LCL import cargo tariffs include forwarding local charges and warehouse fees.

However, Qadar claimed that the Decree has expired and as a result, freight forwarding consolidator companies charged numerous other tariff components such as invoice, administration fee, agency fee, container freight station fee, CAF, devaning, delivery order fee, document fee, handling fee, and other costs.
