TEMPO.CO, Jakarta - Indonesia is currently the third biggest producer of maritime labors in the world, with the total number of workers reaching around 200,000 people, according to data from the Indonesian Migrant Worker Union (SBMI) and the Indonesian Greenpeace.
From the figure, 77 percent of it are migrant workers who work as fishing vessel crew, while the rest work in cargo ship, cruise ships, and so on.
However, both the Union and the Greenpeace consider that the government, which in this case, Manpower Ministry, has been negligent in protecting fishermen from human trafficking so most of them are trapped in illegal fishing practices.
"The negligence is caused by the overlapping authority among state institutions and ministries," said SBMI Chairman on Friday (9/12).
Both institutions reported that for 12 years, the Ministry has not been able to issue a derivative regulation mandated by Article 28 of Law Number 39 of 2004 on the placing and protection of Indonesian migrant workers abroad.
