TEMPO.CO, Jakarta - Minister of Women Empowerment and Child Protection Yohana Yembise said that all parties must respect the House of Representatives’ plenary session ruling that approved the Government Regulation in Lieu of Law (Perpu) No. 1/2016 on Child Protection into a Constitution.
The regulation has been added with a castration penalty. “Once it’s constituted, everyone must obey it,” Yohana said on Thursday, October 20, 2016.
On October 12, 2016, the plenary session agreed to ratify the Castration Perpu into a constitutional law. But the board asked for the regulation to be revised so it would be more comprehensive, which also includes to determining the executor.
There was a tough discussion at the House of Representatives on the matter because some factions disagree to the law. Minister Yohana dismissed such issue also occur at the government level. She asks the ministries involved to sit together, such as the Ministry of Women Empowerment and Child Protection, Ministry of Health, Ministry of Justice and Human Rights, and the Ministry of Social Services.
Following the issue on the executor of the castration penalty, the Indonesian Doctors Association has already declared that they refuse to be the executor because it goes against their code of ethics. However, the government will still determine the executor.
“The executor (issue) is being regulated,” Yohana said.
