TEMPO.CO, Semarang - Semarang Regional House of Representatives, Central Java, accuses housing developers as the cause of the flood that happened at the beginning of the rainy season in the region.
“Many developers push through the local regulations and tend to only look for financial profit,” Agus Riyanto said Friday, September 30, 2016.
According to him, the developers violated the Regional Development Planning (RTRW), Building System and Master plan (RIS) of the drainage that was built by the Semarang administration. He referred to the case of flooding in Mangkang that was caused by the construction of housings built at the uplands of Ngaliyan, Kedungpane, Semarang Baru Hill, Palir and Mijen.
“The developers who construct housings at the uplands purposely shifted the function of the forest as the water catchment area,” Agus said.
In addition, the local officials in Semarang also did not supervise the process. He even accuses some of the developers granted their permits through illegal connections in the Semarang local government.
Actually, sanctions for developers who violate the rules have mentioned in the regulations; from administrative punishment to imprisonment. “But up until now, no assertive sanctions handed out by the government,” Agus added.
