TEMPO.CO, Jakarta - Asman Abnur, State Apparatus and Bureaucratic Reform Minister said that more than half of the total number of civil apparatus is only capable of administrative tasks. "It turns out that more than 60 percent of our civil servants only have administrative skills, the one with [additional] skills is not event 40 percent," Asman said on Friday, August 26, 2016.

Asman asserted that condition stems from problematic recruitment processes. "The ones being recruited are friends of this guy, or that guy. This is not right," Asman said.

Asman said that his ministry will attempt to resolve the issue by providing additional skills and gradually provide education to the 60 percent civil apparatus. The education will be carried out in government owned agencies in several ministries and institutions.

Asman said that he had received instruction from President Joko "Jokowi" Widodo to improve education agencies in ministries and government institutions. "Some education facilities even only used twice a year, while the maintenance costs continue to be paid. This is very ineffective," Asman said.

Asman admitted that it would not be easy to improve the quality of 4.5 million state apparatus from the inside.

Asman added that he will implement the policy while at the same time apply more stringent requirement in civil servant recruitment. Asman said that he will not easily approve request to add new civil servants.
