TEMPO.CO, Jakarta - Home Affairs Minister Tjahjo Kumolo said that he had proposed three legislative election systems: open election, closed and open-closed combination election systems.
"The government has received proposed [election] options to be agreed on," Tjahjo said at his office in Central Jakarta on Monday, August 22, 2016.
Tjahjo explained that the differences between the tree systems cab be seen in the election procedures. In a closed system, Tjahjo said that a political party would have the authority to pick a name to be promoted as a number-one candidate.
"For example, candidates have to undergo a test to decide whether one of them are worthy to be promoted as a number-one candidate," Tjahjo added.
In an open system, Tjahjo said, a number-one candidate might lose to a number-nine candidate.
Meanwhile, in an open-closed combination election system, if a number-one candidate lost to a number-nine candidate, Tjahjo revealed there could be an investigation "whether it was an honest victory or was a fixed result." Tjahjo explained that candidates proven to have been involved in manipulating elections could have his candidacy revoked.
