Ridwan Kamil Partners with ADB to Build Bandung

TEMPO.CO, Jakarta - Bandung Mayor Ridwan Kamil is in Philippine having been invited by the Asian Development Bank (ADB) to forge a partnership in attracting private investors to help in large-scale infrastructure constructions in Bandung city through public private partnership (PPP) model.

PPP is a cooperation model in which private sectors build the infrastructure and Bandung city pays by installments within an agreed-upon period of time.

“I’ve been invited by the ADB and the Intern Finance Centre. Both are finacial institutions for the development of Asian cities which will soon assist [Bandung] in securing funds this month to build the infrastructure,” Ridwan told Tempo Thursday.

The cooperation agreement was made on ADB Avenue, Ortigas, Mendaluyong City, the Philippines. Ridwan explained that the ADB and the Intern Finance Centre are quite successful in building cities in the Philippines and other cities in Asia with certain methods.

“They have the methods and have successfully [implemeted them] in the Philippines, Malaysia. Thus, the PPP is commonplace. In Indonesia, it has yet to be maximized because we still use APBD [the state budget],” he said.

Aside from the ADB, the UK government had recently agreed to help transfer public private partnership know-how to Bandung city according to international standard since the UK is one of the most successful country in adopting the PPP.

“The ADB will disburse funds, the UK will help in its methods and legal bassis,” he said.
