TEMPO.CO, Jakarta - All factions in the House’s Commission VIII have agreed to further deliberate on the government regulation in lieu of law (Perppu) No. 1/2016 on Child Protection, better known as castration bill. The deliberation will be carried out before the parliament pass the bill into law.
“All factions have agreed to deliberate on the Perppu,” Commission VIII chairman Ali Taher said in a working meeting of the House’s Commission VIII, Thursday, July 21, 2016.
Eight out of ten factions have agreed to further deliberate the bill in the next meeting. While two factions, the Indonesian Democratic Party of Struggel (PDIP) and the United Development Party (PPP), have shown their full backing for the passage of the bill into law.
Some of the aspects contained in the bill were questioned in the meeting. The issue of castration executors, the technical aspect of sexual offender rehabilitation and whether additional punishment would create deterrent effect, among others.
“The House’s Commission VIII and the Government will deliberate on the decision to pass the government regulation into law,” Ali said.
Commission VIII plans to hold the next meeting on Monday, July 25, 2016. A decision is expected to be made before a plenary on July 27, 2016. Commission VIII also plans to invite the Indonesian Medical Association (IDI) into the meeting to offer their views on medical aspects of chemical castration.
