Minister Yohanna Says IDI Agrees on Castration as Punishment

TEMPO.CO, Surabaya-Women Empowerment and Child Protection Minister Yohana Yambisa said she has had talks with Indonesian Medical Association (IDI) in relation to punishment of chemical castration. IDI has agreed and expressed its approval to additional punishment of chemical castration for sexual offense against children.
“I have met with IDI, IDI finally agrees [on castration] if it’s for rehabilitation,” Yohana said yesterday, May 30, 2016, at the parliamentary complex in Jakarta.
However, Yohana can yet explain further about the said rehabilitation. “We have to hold a meeting first, the mechanism is still to be discussed,” she said.
Earlier, IDI had rejected castration, citing the code of medical ethics. The code of medical ethics dictates doctors to cure, not to cause pain. However, some countries still implement lethal injection.
“They [IDI] were against the Perpu [government regulation in lieu of law], but the program is not to kill perpetrators but to rehabilitate them,” Yohana said.
Chemical castration is an additional punishment in the Government Regulation in Lieu of Law (Perpu) No. 1/2016 on Child Protection.
Justice and Human Rights Minister Yasona Laoly said castration for sexual offenders against children will be carried out by doctors. Doctors will not be able to refuse to implement the protocol if the court has ruled the sentence.
