Bandung Abandons ERP Plan

TEMPO.CO, Bandung - Bandung Regional House of Representatives has abandoned plans to implement electronic road pricing at Pasteur as suggested by Bandung municipal government. Pasteur electronic road pricing (ERP) is deemed not feasible yet.

“It contradicts with Government Regulation No 97/2012 on traffic management retribution criteria,” said Chairman of Special Committee 10 of Bandung Regional House of Representative Entang Suryaman in Bandung, Thursday, February 11, 2016.

Moreover, Entang added that in the government regulation, ERP could be implemented if the network and services of mass transport has met the standard of service. “It must at least comply with Transportation Ministry Regulation No. 10 of 2012 on road-based mass transport minimum service standard,” said Entang.

In addition, according to Entang, regional regulation draft (raperda) of electronic road pricing proposed by Bandung municipal government has been rejected because it fails to specifically list the road sections to be implemented with ERP.

“Road section to be implemented with ERP must be listed in the Regional Regulation (Perda). The Special Committee observed that the regional regulation draft did not mention the road sections,” he said.

Bandung Mayor Ridwan Kamil admitted that he would not mind if the ERP implementation at Jalan Pasteur is to be abandoned. According to him, ERP implementation at Jalan Pasteur is barred by fact that the road is a national asset.

“Indeed, the troublesome road is a national assets. Our intention is barred by the regulation. Because the retribution would go to Regional Income (PAD), whereas it’s a national road,” said Ridwan Kamil.

Ridwan Kamil added that, apart from contributing to the Regional Income, ERP implementation aims to reduce traffic jam and vehicle congestion at Jalan Pasteur which always happen every weekend.

“The aim is not to make it look cool; there are problems to be solved. I’m a customer of Mohamad Toha toll road. But why are people insisting in going through Pasteur [toll road]?” he said.

Bandung municipal government has had other plans to solve traffic jam issue at Pasteur by introducing a more modern mass transport. “Just wait for the LRT and cable car. However, I also want to consult with the central government to find a solution,” he said.
