Telkom Responds to IndiHome FUP Policy Petition

TEMPO.CO, Jakarta - PT Telekomunikasi Indonesia (Telkom) has made a response on their customers’ complaint regarding fair usage policy (FUP) of IndiHome service. Previously, IndiHome customers rejected the policy while filing an online petition via Change.org.

Telkom said that they have implemented FUP to maintain service quality and convenience for IndiHome customers. “The implementation of the policy is to protect normal users from over usage by heavy users,” said Vice President Corporate Communication Arif Wibowo in an official statement received by Tempo, Tuesday evening, February 9, 2016.

Arif said that FUP is only implemented for IndiHome internet service and would not implicate video (UseeTV) and phone services, adding that it has also been implemented in other countries.

“FUP has also been implemented in other countries including the United States, Japan and Malaysia, as well as other operators in Indonesia. It is intended to treat consumers fairly according to their respective needs,” he said.

Telkom needs to implement FUP because, according to Arif, IndiHome customers who are heavy users have been using the internet to constantly downloading films or games; they are even retailing it; resulting in the unusual usage.

“It could disrupt service quality and customers’ convenience that have paid the same tariff,” said Arif. “Therefore, FUP is needed to establish fairness for consumers who use the internet normally.”

FUP provided by Telkom via IndiHome, said Arif, has an advantage compared to other operators.The fair usage being provided for the service with the speed of 10 megabytes per second (Mbps) is up to 300 gigabytes or equal to enjoying videos with standard quality for 1,800 hours or around 1,200 videos.

If the 300 gigabytes quota is exceeded, customers would still able to use internet service, but only at the speed of 75 percent or 7.5 Mbps. Whereas if it is over 400 gigabytes, the speed will be reduced to 40 percent. According to him, the volume is free to be used by normal customers or for household usage.

“Almost 99 percent of IndiHome customers are not affected by FUP implementation. Because based on the data, the average bandwidth consumptions of the customers are under 300 GB.”
