TEMPO.CO, Jakarta - A study of the People’s Welfare Index (IKRAR) conducted by the Coordinating Human Development and Culture Minstry shows that Jakarta, Bali, and Yogyakarta are three provinces with the most stable welfares in the period of 2009-2014.
“Indicators used [for the study] are social, economy and democracy,” I Nyoman Shuida, deputy for coordination of village and region empowerments at the ministry, told Antara after a discussion in Jakarta on Tuesday, January 26, 2016.
The Jakarta Province recorded the highest index with a score of 65.18, followed with Bali with 63.68 and Yogyakarta with 62.94. However, Nyoman expressed his appreciation for a number of provinces with unfavorable indexes, particularly those in the eastern part of the country.
Although eastern provinces gained lower scores, Nyoman added, the region recorded the highest improvement in welfare, such as in West Papua with an index improvement of 2.55, which ranked fourth of the provinces with the highest welfare improvement rates.
West Papua was below Riau Island Province with an index improvement of 2.93, South Kalimantan with 2.57, and Bali 2.56.
“All of the People’s Welfare Indexes will be considered when we make a policy. The aim is to realize equitable welfare, because we found a wide welfare gap between Indonesian regions,” Nyoman explained.
With the welfare study, Nyoman added, the cost to map the welfare would be more efficient and comprehensive. The Ministry also called on regional governments to develop the method, as well as taking the data into account in making policies.
Nyoman said that the Coordinating Human Development and Culture Ministry would welcome inputs from public in order to perfect the People’s Welfare Index.
