TEMPO.CO, Jakarta - Jakarta Legislative Council deputy speaker Abraham “Lulung” Lunggana said that he underwent a probe and answered six questions asked by investigators on Wednesday, November 25.
“I was asked with six questions. One of them was whether the UPS procurement tender is allowed. I said that it’s not allowed, and officials making the commitment cannot be allowed to hold the tender,” Lulung said at the National Police’s Criminal Investigation Directorate (Bareskrim) on Wednesday.
Lulung explained that the City Council had no authority to hold a tender for the UPS procurement project. Lulung added that the mechanism of the UPS procurement budget was handled by the Regional Development Planning Agency (Bappeda). In addition, the UPS procurement must have a legitimacy number after being discussed with the UPS.
Without the number, Lulung said, the tender process cannot be carried out.
Bareskrim has questioned six witnesses in order to expose new suspects in addition to Alex Usman and Zaenal Soleman in a corruption case surrounding the UPS procurement project.
The case surfaced when the Jakarta administration found an inflation of UPS prices of Rp5.8 billion (US$414,300) per unit in the 2014 budget. Reports said that a UPS unit with a capacity of 40 kilovolt ampere was only Rp100 million (US$7,150).
