Govt Forms INSW to Expedite Dwelling Time

TEMPO.CO, Jakarta - The government has formed the Indonesia National Single Window (INSW) working unit to accelerate dwelling time. “The head and the deputies have been appointed,” said Edy Irawady,deputy for trade and industry at the Coordinating Economy Ministry, on Tuesday.

Edy explained that this working unit should have already started working on July 17 as stipulated in Presidential Decree No. 76/2014 about INSW portal management. However, the approval from the Administrative and Bureaucratic Reform Minister has just been recently issued and followed up by instruction from the Finance Minister to form the working unit. Former Cabinet Secretary’s deputy for administration Djadmiko was appointed as the head of the unit.

The INSW portal will hopefully be able to replace the manual process so that imported goods can be unloaded faster from seaport without trimming the licensing process.

Indonesian Logistics and Forwarder Association secretary-general Akbar Djohan said licensing process has been via online, but the on field process is still manual. As a result, there is a high change for bribery in every institution that takes care of unloading and loading. “As long as the process is still face to face, the potential for bribery is still high,” he said.

Akbar also warned that INSW is only a small part in the national logistics system. If INSW is not independent or is linked to authorities in dwelling time, new problems will emerge.
