TEMPO.CO, JakartaJakarta Governor Basuki Tjahaja Purnama (Ahok) acknowledged that the 2015 City Budget (APBD) absorption is not maximal. However, he is optimistic that its disbursement will be maximal in the 2015 Revised City Budget (APBD-P).

"Although the APBD is not maximal, but I believe the APBD-P will be absorbed maximally," Ahok stated, at City Hall, Monday (8/3).

According to him, the cause is the budget was not compiled with correct unit price. While APBD-P, was already corrected and revised.

"I guess there is still cheating in the budget because it wasn't compiled with e-musrenbang," he exclaimed.

Ahok added that a lot of budget were canceled including a Sport Venue (GOR) construction that proposed by Rp48 billion. As a matter of fact, its construction cost was only Rp25 billion to Rp35 billion after passing through a long calculation process.

"Surely I cancel it because there is intentional element to raise the budget nominal," he stressed.

He admitted that he did not concern about minimal absorption, but more concerned to save the state money thus there is no inflation.

"I'm not bothered by the low budget absorption because I cut it," he expressed.

As anticipation, the budget preparation would go through e-musrenbang. In addition, the public facility construction will use design system.

"The low absorption is not due to the fear of Regional Working Unit (SKPD) to use the budget, but I deliberately stop it. I also threaten them how could you propose Rp40 billion to Rp50 billion for a GOR construction. For instance, is they proposed Rp100 billion to build a park in one land. I'd better stop it," stressed Ahok.
