Drawbacks of Gubernatorial Regulation for Jakarta Budget Revealed

TEMPO.CO, Jakarta - Prabowo Soenirman, a budgetary board member at the Jakarta Legislative Council said revealed three drawbacks of Jakarta Budget based on a gubernatorial regulation. With such a regulation, Prabowo said, the Legislative Council will not be involved in drafting programs since the city administration holds the total control over the budget.
“It’s up to the Jakarta administration. We have handed over [the discussion of the programs] to them,” Prabowo told Tempo on Saturday, March 28, 2015.
In addition, Prabowo said that there would be no discussion over Revised Jakarta Budget since there would be no legal basis to amend the budget. Finally, Prabowo predicted that there would be a large amount of unused budget by the end of this year since the budget disbursement would have to wait for Home Ministry’s approval in late April.
Tuty Kusumawati, the head of Jakarta Development Planning Board, claimed the city’s priority programs would not be disrupted although the Jakarta Budget was based on the gubernatorial regulation. Tuty said that the city administration might have to apply budget cuts for certain programs such as the land procurement at the Water Resources Agency by Rp500 billion (US$38.5 million).
