Seknas Fitra: City Council Not Authorized to Propose Programs

TEMPO.CO, Jakarta - Yenny Sucipto, the secretary general of the National Secretariat of the Forum for Budget Transparency (Seknas FITRA), said the Jakarta Legislative Council has no authority to propose a program in the city’s budget.
“The law governing the People’s Consultative Assembly (MPR), the House of Representatives (DPR), the Regional Representatives Council (DPD) and the Regional Legislative Council (DPRD) states that the DPRD only serves a function to review and approve the budget, instead of proposing one,” she said on Friday, March 6, 2015.
According to Yenny, the DPRD can only propose a program in a development planning deliberation and in the city’s budget priorities and preliminary thresholds (KUA PPAS). After the priorities are approved, the programs to be included in the Budget are selected by the city administration and further clarified by the DPRD.
Yenny added that the City Council’s rules and regulations also mentioned that the city council is only authorized to review and approve the Jakarta Budget.
