TEMPO.CO, Jakarta – The Jakarta Development Finance Comptroller (BPKP) is auditing the procurement of uninterruptible power supply (UPS) in the 2014 Jakarta budget.
BPKP head Bonny Anang Dwijanto said the investigative audit was conducted at the request from the police to back their investigation.
He said the Jakarta police had received complaints regarding the procurement. The BPKP is currently collecting data, contract documents and questioning related parties.
Bonny said the BPKP had no target as to when to finish the audit, but it would hand to the police any indicators of state losses found for further investigation.
Jakarta Governor Basuki "Ahok" Tjahaja Purnama has suspected alleged ballooning in the 2014 Jakarta budget—among them the UPS procurement worth Rp5.8 billion per unit whereas the price of a 40 KVA UPS unit is only around Rp100 million.
Ahok said there were mysterious funds in the 2015 Jakarta budget plans and accused the Jakarta Legislative Council (DPRD DKI Jakarta) of trimming several budgets from the Jakarta government's prioritized programs by 10 to 15 percent and channeled the money to other posts, such as the purchase of the UPS. The mysterious funds in the budget plans totaled Rp12.1 trillion.
Bonny said the BPKP had received a letter regarding the irregularities in the budget plans. Jakarta regional secretary Saefullah has also asked the BPKP to evaluate it. However, the request cannot be granted yet because the budget plans have not been ratified yet.
