TEMPO.CO, Jakarta - No one knows the motive of Minister of Administrative Reforms and Yuddy Chrisnandi to cooperate with the State Intelligence Agency (BIN) to supervise public servants. If the aim is to improve supervision, cooperation with BIN is too much.

Besides, each ministry already has inspectorate agencies. If the institution is not effective, the government must reform the institution, instead of putting BIN into the bureaucratic system.

If the reason to invite intelligence to the office is to improving productivity, this is absurd.

Productivity cannot be improved by spying on civil servants.

The best method to improve productivity is by improving remuneration system, improving welfare of the civil servants and applying strict meritocracy climate.

The plan to involve BIN to monitor civil servants was raised Yuddy last week.

According to Yuddy, his ministry needs to restore the dignity of public servants by improving their self-discipline and responsibility to the public. He also hoped that the cooperation between BIN and the ministry could be signed soon.

Minister Yuddy was right when he said that the performance of our public servants, who now number, which is 4.5 million people in number, has not been satisfactory.  There are still many complaints about the bad public services given by the public servants.

The Hong Kong-based Institute for Political and Economic Risk Consultancy revealed the data of the performance index of the Indonesian bureaucracy that stood at 8.0 on a scale of 0 is for best and 10 is for the worst.

The result is below the achievements of the neighboring countries, such as Malaysia and Thailand, which ranged between 6.5 and 7.5.

There are many factors that cause the poor performance of our civil servants. The loose recruitment process, low salaries, and loose supervisions are some of the causes.

However resolving the problem of productivity with the emphasis on monitoring, especially by using intelligence agents is clearly not the right solution.

The method to supervise civil servants has already begun to be improved, which us by changing the performance appraisal system.

In the past, the performance of employees was monitored by a concept called Work Implementation Assessment Checklist (DP3).  This concept, however, is very weak because the subjectivity is too big. Performance of civil servants is also directly measurable. What is more prioritized is the loyalty factor, not the results of their works.

Since January 2014, the concept has been changed into Target of Employee Performance. This concept emphasizes on the weight of the quantity and quality of work performance as the main assessment, rather than loyalty.

Just like in a private company, the size of the achievement is seen by key performance index (key performance index/KPI), namely the achievement of the targets in accordance with the scope of their duties.

Supposedly, Minister Yuddy should perfect this concept. Putting intelligence among public servants will not make them more productive.

The employees will not only live in fear, but also have no trust towards their colleagues and consider them as a spy.

This condition only happens in communist countries.
