TEMPO.CO, Jakarta – Corruption Eradication Commission (KPK) tzar Abraham Samad has called on the government to discuss a bill on internal control systems (SPI) so the Government Internal Oversight Body (APIP) will no longer have to report to its superior like regents or governors.

“I want to underscore that we need to push for a bill about SPI so that APIP reports directly to the president,” said Abraham on Friday, November 14,l 2014.

According to Abraham, APIP has not been able to work optimally because they were afraid of their boss. As a result, he went on, ministries, agencies or regional governments were still depraved. “We need to build a system,” he said.

He took for an example on KPK’s system. He said KPK officers consisted of personnel from various institutions, such as from the attorney office and the police. He said it was possible that the officers were not displaying sound performance at their previous offices, but at the KPK the same people would posses high integrity due to the agency's clear code of conduct and internal control system.

Abraham said when the system ran smoothly, state apparatus would not dare do as they please. Abraham believed this would reduce or even eradicate corruption in Indonesia completely. “In order to eradicate corruption, the KPK cannot walk alone,” said Abraham.
