TEMPO.CO, Jakarta - Permits can be referred to as a ‘magic’ letter because it is able to make a luxury car that have not been issued a registration, a motor vehicle owner book, and a license plate free to roam the streets. Ridwan, 27, a brand holder staff in Central Jakarta, said that he is accustomed in handling permits done through a service bureau.
“Order it now and the permit will be issued tomorrow,” Ridwan told Tempo on Saturday, September 6, 2014. Whereas vehicle registration and license plate issue will take 7 to 25 working days, depending on the car types, whether it is a completely built up (CBU) car or a completely knocked down (CKD) car.
Making the permit is actually not that hard. Several bureau services that Tempo visited claimed to be able to help. The prices offered is between Rp2 to 3 million. Its even being offered in the internet.
The process is also quick, just mention the brand, type, color, engine capacity, vehicle chasis and car engine, then the permit can be processed. The bureau service assures that the permit is official. “If you get stopped by the police, just show the permit and it will be alright,” a bureau service employee in Kebayoran Lama said.
If consumers order this permit, the the owner of the car will receive a letter saying that the vehicle papers are being handled in the police department. Car owners will also receive a license plate containing the first two letters behind coded SH. The permit is legalized by the Local Traffic Police Directorate and is only valid for a month.
The permit also has a restriction. Aside from the 30-day validation, Ridwan and the employees of the bureau service, explained that the car using this permit can not be taken outside of a region. “If the permit is issued in Jakarta, it can not be taken outside of that. The car can be detained by the local police due to being considered as illegal,” other bureau service employee said.
Director of Traffic of Metro Jaya Police Department, Kombes Restu Mulya Budiyanto, did not deny that his department has ever issued such permit. “We’ve stopped issuing it three months ago since I entered the Department,” Restu told Tempo after the inauguration of the new Head of Metro Jaya Police Department on Friday, September 5, 2014.
Restu explained that police department has no longer admitted such permit. “If there are still cars using those permits in the streets, we’ll directly give them a ticket due to being a non-registered vehicle.”
