TEMPO.CO, Jakarta - The Government of Bekasi prepares a Rp20 billion budget to build a rental flat in Jalan Underpass, Duren Jaya, Eastern Bekasi.  It is a flat development that has just been received from the Ministry of Public Works.

“A new twin block will be build,” said Rahmat Effendi, Mayor of Bekasi, Sunday, June 29, 2014.

The new block will have 96 doors which consist of four floors, silimar to the old twin block.

According to Rahmat, the development of the new twin block is intended for public transportation drivers with low income.  The Government will cooperate with local land transport organizations.  Whereas the old blocks will still be occupied by the previous occupants.

“The old block will be repaired and maintained,” said Rahmat.

The condition of the old flat with an asset worth Rp9 billion is not fit to be lived in.  Several occupants said there are many leaks in the flat.  Only 40 percent of the total 96 rooms are occupied.  “Many have left due to it’s leak,” said Dedi Beben, 30, one of the occupant.  “The roof leaks, the ones staying in the top floor moved.”

In the bathroom section, many sinks and conduits doesn’t function.  The draining system doesn’t flow well.  The water seeps through ceilings and falls in the bathroom below it.  “The water reeks urine.  If it falls in furnitures, it can can damage it,” Dedi said.

The flat rental varies.  For ground floors or A-Block has a rate of Rp200,000.  Second floor or B-Block is Rp180,000.  Third floor is Rp160,000 and the top floor is Rp140,000.

Outside of the rent, occupants must pay electrical bills depending on the usage.
