TEMPO.CO, Jakarta - The Jakarta Provincial Government had discovered violations related to the Jakarta Smart Card (KJP) fund. Violation happened since the recipients were easily get relieve letters (SKTM) from urban village office.
"KJP is problematic. We have discovered 27,000 recipients that did not take the right procedures," said Acting Jakarta Governor, Basuki "Ahok" Tjahaja Purnama, at City Hall, Monday.
According to Ahok, misappropriation is widely opened through the applicable process to get the KJP fund. Previously, the recipient only gave SKTM letter, but now they must go through several processes.
"Now, there is a committee to asses the recipient. Then the process will go to student's parents, teacher, and headmaster. Appropriate recipient should apply for SKTM letter," Ahok added.
He also asserted that book purchases using KJP funds can only be done when there is a book fair such as the Jakarta Book Fair and must be completed with its bill, and the students are demanded to write the resume of the book they bought.
Based on the City Education Department's data, there are 611,507 students which listed as KJP recipients with Rp1.4 trillion total budgets. However, the available funds in the 2014 Regional Budget are only for Rp779 million. Thus, it needs verification for those who are more deserve to receive KJP funds.
