BPK Doubts Fairness of Rp106 billion Pantura Project

TEMPO.CO, Jakarta – The Supreme Audit Agency (BPK) said that the road repair project in the Java North Coast path (Pantura) between Ciasem and Pamanukan, West Java, has poor quality. The project is being carried by PT Waskita Karya and PT Indah Karya.
The project was made using a performance-based scheme contract (PBC). As a result, the fairness in the use of the Rp106.9 billion budget is considered questionable. "It also has the potential to increase the state burden due to the road's repair costs in the future," said CPC BPK chief Hadi Purnomo said last week.
One of the causes of the project's failure is because the contractor does not have all the equipment required for the bid-winner, such as the asphalt mixing plant.
The BPK also found significant changes between the offer in the initial contract and in the last addendum. For example, Division-6 of the contract, which stipulates paving, was increased to by Rp25.9 billion because there is a change in the paving methods used.
In terms of the rules, said Hadi, PBC scheme has no legal protection. This resulted in ever-changing criteria used as performance indicators. Therefore, the BPK is asking the Directorate General of Highways to review the contract.
Public Works's Ministry spokesman Danis Sumadilaga said the ministry is drafting new rules for PBC projects, since the BPK assessed it is difficult to ascertain the scheme's budget fairness.
He conceded that the 18.5-kilometer Ciasem-Pamanukan project, which uses the multi-year budget since 2011, is a pilot project. "This is a pilot project, so it is normal to get criticisms and notes," said Danis, yesterday.
Director General of Highways, Djoko Murjanto, said that in order to provide legal certainty for the implementation of this type of projects, the Public Works Ministry will have a discussion with the BPK and the Institute of Procurement of Goods/Services (LKPP). Djoko hopes the discussions will be completed next month.
Wakita Karya's corporate secretary, Haris, admitted that all road works on the Pantura line is of good quality. But Haris denied if the projects are considered a failure. "We've run the contract in accordance with the design specifications approved bythe Ministry of Public Works," he said.
