TEMPO.CO, Jakarta - The Indonesia Corruption Watch (ICW) viewed the Jakarta Smart Card (KJP) could be used by politicians to lure voters in the 2014 General Elections, by making political deals with parents. If their children are listed as KJP recipients, parents will vote certain legislative candidates.
ICW's coordinator of public service monitoring division, Febri Hendri, said they found three major political parties recommending their constituents to be listed in the KJP program.
"We cannot reveal the party since there has been no strong evidence. We also have not discussed it with the governor and the deputy governor," Febri told Tempo, Monday.
Febri said the politicians are actually allowed to make such recommendation, as long as it is in accordance with the regulations. But they are not allowed to make recommendation directly to the Education Agency.
The ICW suggested the government to postpone KJP fund disbursement while the recipient is being fixed. The mismanaged program is prone to corruption, according to Febri.
