How did the KPK Finally Catch Up with Emir Moeis?

TEMPO Interactive, Jakarta:On July 20, seasoned politician Emir Moeis from the Indonesian Democratic Party for Struggle (PDI-P) was named a suspect for allegedly receiving US$300,000 in kickbacks linked to the Tarahan coal power plant project in 2004. Emir has come under the media spotlight many times before over graft cases. He was alleged to have received a Rp 200 million bribe to vote for Miranda Goeltom as senior deputy governor of Bank Indonesia, also in 2004. He has also been linked to a solar power plant project for the Manpower and Transmigration Ministry in which Rp 2.7 billion was allegedly embezzled. He has always managed to escape being officially charged with anything, much less graft. According to KPK deputy Bambang Widjojanto, the fresh investigation into Emir's case was virtually done on a need-to-know basis. Even within the KPK itself, only a limited number of individuals knew about the details of this probe. This case had been investigated ever since KPK was led by Bibit S. Rianto and Chandra M. Hamzah between 2009 and 2010. But nothing ever came of it until the past few weeks. "We could not afford to be careless," Bambang told Tempo last Thursday.The Tarahan corruption scandal did not come under the KPK's radar as an individual case. It had come up following a series of investigations into a corruption scandal that surrounded the procurement of customer information systems for Greater Jakarta and East Java between 2004 and 2008.In this crime, former president director of state electricity firm PLN, Edy Widiono, has been sent off to five years in prison. Emirs name came up here, as suspicious financial transactions in his bank accounts came to light. Nonetheless, Emir could not be directly linked with the corruption in the information system case.Emir's tracks however were detectable during the tender process for Units 3 and 4 of the Tarahan coal-fired power plant in 2004. At the time, a number of private local and foreign companies were interested in the project to develop the construction and management of the power plant being offered by PLN. Among others were companies such as Alstom Indonesia, Marubeni, Mitsubishi and Foster Wheeler.The tender for the 200-megawatt power plant had to be evaluated four times. In the first three evaluations, Alstom Indonesia and Marubeni consortiums lost the bidding since they offered a higher price, i.e. US$ 126 million, US$ 157 million, and US$ 142 million respectively. Their main competitors, the consortiums of Mitsubishi and Foster Wheeler, bid for US$ 118 million.At the request of the PLN management, the bidding evaluation was conducted four times. In the fourth evaluation, PLN changed the tender committee. This time the Alstom consortium lowered its price to US$118 million. Strangely enough, the Mitsubishi consortium increased its price to US$121 million. In short, finally Alstom won the bidding for the projects which were funded by a soft loan from Japan Bank for International Cooperation.According to a Tempo source, Alstom Indonesia was from the outset most eager to secure the Tarahan projects. The point was that they had no direct access to the decision-making parties regarding the tender, both within the DPR or the government.
