Nazar: ‘Anas Fixes Hambalang Deal At Japanese Restaurant’
TEMPO Interactive, Jakarta:The smooth implementation of the project for the Center for Development of National Sports Achievements in Hambalang, Citeureup, Bogor, was due to the lobbying efforts made by Anas Urbaningrum who in 2011 was Chairman of the Democrat Party Faction [in parliament], according to former Democrat Party treasurer Muhammad Nazaruddin.
Tempo met Nazar for two hours at Cipinang prison. He recounted his story in detail and fluently without giving it much thought.
The door to the Hambalang project, according to Nazar, was the meeting on the tenth floor of the Sports Ministry early in 2010. He [Anas] and Angelina and Mahyudin met Andi [the sports minister]. The guests had the mission to facilitate the budget deliberations by asking Andi to appoint Wafid, who had earlier been "worked on" as a liaison officer between the Sports Ministry and the House Commission X. This mission was successful during the last half an hour of the three-hour meeting.
After the meeting, Angelina and Wafid frequently met each other. The results of meetings would aways be reported to Anas in the office of the Faction Chairman. Nazar was always present there. But there was a problem with the Hambalang project, that is, the question of the still undocumented land. "At that time Mas Anas asked what the solution was," said Nazar.
Then Anas summoned Ignatius Mulyono. In the 2004-2009, Mulyono was coordinator of Budget Board in [DPR] Commission II in charge of land affairs. According to Nazar, Mulyono said the land issue was an easy one. Because the head of National Land Agency, JoyoWinoto, was described as having the "need" for the House, among others, the issue of Land Affairs Bill. "Mas Anas asked what steps Pak Ignatius would take. He [Mulyono] replied you the Faction Head want him to take what steps?"
Nazar said Anas asked Mulyono to arrange a meeting with Joyo at lunch the next day at Japanese restaurant Nippon Kan, at Hotel Sultan, Jakarta. Anas, Joyo, Mulyono and Nazar ordered a fish dish to be eaten together. Before meal, Nazar and Anas made a point of performing noon prayer beside the table. For Tempo's benefit, Nazar drew a map showing the seats of the meeting attendants. "Pak Joyo's secretary was outside," he said.
According to Nazaruddin, Joyo was invited to Nippon Kan to immediately issue a land document. At the end of the meeting, Joyo promised that the document would be out not later than a month.
Twice visited at Cipinang prison, Jakarta, in the first week of May, Nazaruddin continued to drag Anas to the cycle of the Hambalang case. According to Nazaruddin, the lunch at Nippon Kan was the continuation of the meeting in Anas' office a few days earlier. In less than a week after the tryst at Nippon Kan, the document came out, said Nazaruddin.
Anas' attorney Firman Wijaya mentioned the opposite of the idea voiced by Oce Madril. According to him, it did not make sense that Anas was seen as the advocating person in the context of the issuance of the Hambang [land] document. Firman said Anas was not involved in this particular case.
"Even though my client was the faction chairman, it would not be easy for him to request an immediate issuance of the Hambalang land document. The National Land Office should have had its own consideration, especially considering that the Hambalang land was a disputed land," said Firman.
